Türkiye’s 2040 energy vision targets electrification and $500 billion in investment

The ministry announced targets of 36% electrification and a 77% renewable share of installed capacity, alongside a need for 140 GWh of storage. These are forward-looking goals.

Türkiye’s Ministry of Energy and Natural Resources outlined an electrification-centred energy vision for 2040 in an announcement dated 5 November. At the National Energy 2040 launch, Minister Alparslan Bayraktar said total public and private investment needs amounted to $500 billion. The announcement came ahead of COP31 in Antalya. Electrification to reshape demand

Presenting at the Presidential Dolmabahçe Working Office, Bayraktar identified five pillars: energy efficiency, nuclear power, renewable energy, oil and natural gas, and minerals. The electrification target for 2040 is 36%. He said energy independence would require changes in consumption habits and methods. Beyond ordinary demand growth, he identified electric vehicles, data centres, green hydrogen production, heat pumps and water treatment as additional sources of electricity demand. Source

Renewables targeted at 77% of installed capacity

The announcement targets an increase in installed electricity capacity from 123,000 MW in 2025 to 281,000 MW in 2040. Renewables’ share of installed capacity is projected to rise from 63% to 77%. Bayraktar put investment needs for this capacity development at approximately $190 billion. Measures outlined include at least 2,000 MW of annual YEKA competitions, 6,000 MW of offshore wind capacity, refurbishment of existing plants and additional hybrid capacity. The programme also aims to expand local generation and consumption through small plants below one megawatt. Source

Grid expansion and storage requirements

The presentation envisages $36 billion in transmission investment, with high-voltage lines increasing from approximately 77,000 kilometres to 112,000 kilometres. Bayraktar said system flexibility required 140 GWh of storage and 6 GW of pumped-storage hydropower capacity. The interconnection capacity target is 15 GW, up from the current 5.4 GW. He also said capacities with Syria and Iraq were being increased. Source

Nuclear and emissions figures remain future goals

For nuclear power, the 2040 targets are 10,000 MW of capacity and an 11% contribution to total electricity needs. Bayraktar also outlined goals of 92% national production and a 40% emissions reduction within the wider vision. However, the announcement does not identify a baseline year for the emissions reduction. These figures are presented as 2040 objectives, not achieved outcomes or new legal obligations. The minister identified financing and a qualified workforce among the requirements for delivering the targets. Source
