Türkiye’s Climate Change Presidency held a three-day workshop supporting preparations for implementing the national Emissions Trading System. According to its announcement dated 19 October 2026, the programme brought together representatives of verification bodies to strengthen a shared understanding of technical processes. Activities focused on preparing plans and reports and verifying those documents. Allocation, monitoring and reporting considered together

The workshop opened with remarks by Eyüp Kaan Moralı, Head of the Carbon Pricing Department, and Volkan Polat, Head of the Greenhouse Gas Emissions Monitoring Department. Throughout the programme, participants examined free allocation calculation rules described in the announcement as falling under the Türkiye Emissions Trading System Regulation. Requirements for Monitoring Methodology Plans (İMP) and Activity Level Reports (FSR) were considered in relation to preparation and verification. The technical agenda therefore extended from allocation calculations to verification of the associated plans and reports. First-day exercises covered five sectors

On the first day, representatives of verification bodies formed groups covering electricity, cement, fertiliser, iron and steel, and aluminium. The Presidency identified these as sectors included in the TR-ETS Regulation’s pilot period. The groups worked on the methodology for preparing monitoring methodology plans and carried out sector-specific preparation exercises. The first-day programme described in the announcement centred on practical work, using sector-based groups to examine the process of developing those plans. Second day moved to verification and activity reporting

The second day began with a review of the previous day and contributions from group representatives about the sectors covered by their monitoring methodology plan work. Participants then undertook exercises on verifying the plans they had prepared. The programme subsequently turned to preparing and verifying activity level reports. This sequence carried the first day’s preparation methodology work into verification exercises, while addressing activity level reports from both preparation and verification perspectives. Final discussions addressed practical issues and technical capacity

On the final day, participants considered questions, views and suggestions submitted by verification bodies concerning the five sectors, alongside problems encountered during practical work. Presentations and consultations examined the issues raised and enabled exchanges on implementation processes. The Presidency said the programme aimed to support technical capacity for preparing and verifying the plans and reports, and to increase knowledge and experience sharing between verification bodies. The announcement reports a preparatory workshop; it does not announce a new entry-into-force date, a legislative adoption decision or numerical allocation values.
