Three redevelopment options announced for collapsed Maltepe building and neighbours
The ministry announced a TOKİ-led redevelopment plan for Kardeşler Apartment and its surroundings. Rights holders will receive three options, with the approach to be selected after their requests are assessed.

Türkiye’s Ministry of Environment, Urbanization and Climate Change announced a redevelopment plan for the partially collapsed Kardeşler Apartment building and neighbouring properties in Istanbul’s Maltepe district on 12 October 2026. Deputy Minister Ömer Bulut said rights holders would receive three alternatives, with an approximately one-year completion target for the planned project. Risk assessments to follow evacuations
The seven-storey building on Doğu Street in Cevizli neighbourhood partially collapsed on 8 October. According to the ministry, nine people were recovered from the rubble; four died at the scene and one in hospital. Five neighbouring buildings were also evacuated as a precaution. Bulut said concrete core samples would be taken and redevelopment would proceed after risk assessments were completed. The announcement describes the assessment process rather than presenting completed findings for those neighbouring buildings. The first option is support through the Yarısı Bizden programme. The second is participation in redevelopment planned with TOKİ under ministry supervision. The third is access to existing urban transformation housing. Bulut said apartments remaining from previous redevelopment projects in Maltepe’s Esenkent area had also been offered. These are alternatives, not a single confirmed route for everyone. The announcement does not report completed housing allocations or a final implementation decision accepted by all residents. Rights holders’ requests were heard at a meeting at the Maltepe district governor’s office, attended by representatives of the ministry, Istanbul governorate, district administration, municipality and Urban Transformation Presidency. Bulut also announced that a neighbourhood urban transformation office had opened. Residents can submit requests there. Those requests will be reassessed before a decision is made on which of the three alternatives to pursue, making the office a point for gathering residents’ preferences. Bulut said the aim was to implement the project through TOKİ construction within approximately one year. The announcement presents this as a target, not a confirmed handover date. He also urged residents who notice problems with their buildings to contact the ministry’s provincial directorates, referring to demolition and transformation where buildings are found to be at risk. For Maltepe, the stated next steps centre on completing assessments, gathering rights holders’ requests and selecting the approach.
