Ministry says solar now supplies 90% of electricity for its central buildings

An announcement dated 25 October says the Elmadağ solar plant raised the renewable share of electricity supplied to the ministry’s central and Gölbaşı buildings to 90%.

Türkiye’s Ministry of Environment, Urbanization and Climate Change says solar energy now meets 90% of electricity demand at its central administration buildings, main campus and buildings in Gölbaşı. Its announcement dated 25 October 2026 attributes the increase to the new solar power plant in Elmadağ, Ankara. Elmadağ began generating in late June

The ministry describes the Elmadağ installation as a 4.5 MW solar plant. Minister Murat Kurum said in a social media post that the facility has 7,584 solar panels. Ahmet Sami Kulaklıoğlu, head of the ministry’s Support Services Department, said generation began at the end of June 2026 after two years of construction. The October announcement therefore reports the contribution of an operating facility, rather than an opening taking place on the publication date. From car-park panels to a larger solar share

Solar energy use at the ministry campus began in 2017 with panels installed over its outdoor car park. Kulaklıoğlu described that initial installation as a 700 kW plant and said renewable energy use stood at 14% at that stage. The reported share increased to 90% with Elmadağ. His description covers the central administration buildings, main campus and Gölbaşı buildings; it does not establish that every ministry unit across Türkiye has reached the same share. Emissions and public-resource objectives

Kulaklıoğlu presented meeting most electricity demand through solar generation as a contribution to reducing the carbon footprint and carbon emissions. He also described renewable electricity generation as a long-term project supporting efficient use of public resources. However, the announcement provides no annual generation figure, monetary savings or quantified avoided emissions. The 90% figure consequently describes the share of electricity demand supplied, not a measured percentage reduction in carbon emissions. Further work planned for provincial directorates

The ministry also intends to extend this approach to its provincial organization. Kulaklıoğlu said work would continue on solar or wind generation to serve the electricity consumption of its 81 provincial directorates. No individual capacities, budgets or completion schedules were provided. This part of the announcement concerns continuing work, rather than completed installations. Encouraging other public institutions to use renewable sources is another stated objective; the announcement does not introduce a new legal obligation.
