Türkiye presents GP3I initiative to OECD experts in Istanbul
The 6–9 October programme examined cleaner production, environmental performance and green finance, including GP3I’s goal of a common measurement methodology.

Türkiye presented its industrial green transformation work and Global Pollute-less Production is Possible Initiative (GP3I) to international experts in Istanbul. According to the ministry’s announcement dated 9 October 2026, the 6–9 October programme combined a conference, technical site visits and the 11th OECD Best Available Techniques (BAT) Expert Group Meeting. Cleaner production and finance discussed together
The opening conference, hosted by Istanbul Technical University, brought together OECD experts and representatives from government, industry, universities and finance. Discussions covered energy, water and resource efficiency, the circular economy, digitalisation and access to green finance. Environmental Management Director General Fatih Turan stressed the importance of measuring and verifying environmental performance using reliable data. He said industrial green transformation certification aimed to strengthen links between technical practices, environmental performance and investment priorities. A BAT-focused poster competition for postgraduate students also sought to connect scientific research with industrial applications. On the second day, participants visited the İSTAÇ waste incineration facility and an Akçansa cement plant to examine environmental technologies, pollution prevention at source and resource efficiency practices. The OECD meeting on 8–9 October addressed artificial intelligence and digital technologies in environmental management, performance comparisons, data standardisation and integrated assessment of environmental impacts. Türkiye shared its approach to digital technologies in BAT applications. Participants also considered how BAT could contribute to sustainable industrialisation and greenhouse gas emissions reductions. Developed under the “Green Industrialisation” theme of Türkiye’s COP31 Action Agenda, GP3I aims to make industrial facilities’ environmental performance measurable, verifiable and internationally comparable through a common methodology. Its objectives include scientifically assessing energy consumption, emissions, water and resource use, and waste generation. Another goal is to connect performance results with green finance processes. Experts considered cooperation on common indicators and possible future pilot applications. The announcement presents these as initiative objectives; it does not announce a new legal obligation. The programme also resulted in a decision for Türkiye to participate in an OECD event under COP31 focused on BAT and greenhouse gas emissions reductions. That event is expected to examine how cleaner production technologies and pollution prevention at source can support emissions reductions. Türkiye’s environmental performance work under GP3I is also expected to be shared with international stakeholders. This is described as a planned activity, separate from the meetings already completed in Istanbul.
