Türkiye ETS preparations focus on verifiers in three-day technical workshop
The Climate Change Presidency held a workshop on monitoring plans, activity level reports and verification across five sectors as part of Türkiye ETS preparations.

Türkiye’s Climate Change Presidency held a three-day workshop with representatives of verification bodies to support preparations for implementing the national Emissions Trading System. According to its announcement dated 19 October 2026, the programme focused on developing a shared understanding of technical processes and practical preparation and verification work.
Free allocation and reporting processes
The workshop examined free allocation calculation rules within the scope of the Türkiye Emissions Trading System Regulation (TR-ETS). Requirements concerning Monitoring Methodology Plans (İMP) and Activity Level Reports (FSR) were also considered in the context of preparing and verifying these documents. The programme therefore brought allocation-related technical issues together with practical work on plans and reports. Opening remarks were delivered by Eyüp Kaan Moralı, Head of the Carbon Pricing Department, and Volkan Polat, Head of the Greenhouse Gas Emissions Monitoring Department. Representatives of verification bodies participated, with the announcement highlighting their involvement in technical exercises and the exchange of experience.

On the first day, participants formed groups covering electricity, cement, fertilisers, iron and steel, and aluminium. The Presidency identified these as the five sectors included in the TR-ETS Regulation’s pilot period. The groups worked on monitoring plan preparation methodology and conducted sector-specific plan preparation exercises. The second day began with a review of the first day and presentations by group representatives on their respective sectors. Participants then carried out exercises on verifying the monitoring plans they had prepared. The programme subsequently addressed the preparation and verification of activity level reports, moving from plan development to verification and activity reporting.

The final day addressed questions, comments and suggestions submitted by verification bodies concerning the five sectors. Problems encountered during practical work were also considered through presentations and consultations. Participants exchanged views on implementation processes in light of the issues raised. The Presidency said the three-day programme aimed to support technical capacity for preparing and verifying monitoring plans and activity level reports. Other stated objectives were to increase knowledge and experience sharing among verification bodies and provide common ground for discussing Türkiye ETS implementation. The announcement describes activities supporting those objectives, rather than presenting a measured improvement in capacity.
