GP3I initiative presented to international stakeholders on the road to COP31

According to the Ministry’s 6 October announcement, GP3I aims to measure industrial environmental performance using common methods. The conference also addressed cleaner production, BAT and green finance.

Türkiye’s Ministry of Environment, Urbanisation and Climate Change announced on 6 October 2026 that the GP3I initiative had been presented at the international conference on production without pollution, hosted by Istanbul Technical University. Developed under the COP31 Action Agenda’s “Green Industrialisation” theme, the initiative aims to establish a shared approach to assessing industry’s environmental performance.

Common measurement and comparable results

Presented as the “Global Pollute-less Production is Possible Initiative,” GP3I is one of the planned outputs under Türkiye’s COP31 Action Agenda. Its intended implementation involves international stakeholders. Objectives include obtaining declarations of intent from interested countries, developing shared principles and indicators, and identifying possible areas for pilot cooperation. The initiative seeks to measure industrial facilities’ environmental performance through a common methodology and make results internationally comparable. Data on energy consumption, emissions, water and resource use, and waste generation would be assessed scientifically and converted into measurable environmental performance indicators. Integrating knowledge sharing, digital tools and green finance into this process is also a stated objective.

BAT and cleaner production

The conference, organised by the General Directorate of Environmental Management, addressed Best Available Techniques (BAT) as practices and techniques that reduce environmental impacts while improving energy, water and resource efficiency. Policies and practices supporting industry’s green transition were presented to international stakeholders. Topics included pollution prevention at source, cleaner production, environmental performance, the circular economy, innovative environmental technologies and digitalisation. Director General Fatih Turan described supporting environmental protection and industrial development together as the central goal. He emphasised an integrated approach to energy, water, raw materials and waste processes.

Connecting certification and finance

Turan identified BAT as an important tool for putting the green transition into practice. He said Green Transformation in Industry certification was intended to strengthen the relationship between technical practices, environmental performance and investment priorities. Implementing appropriate technical solutions requires strong investment projects and financing opportunities, Turan said. He called for greater interaction between industrial companies, banks, development finance institutions and investors. International participation and research

Representatives from public institutions, industrial companies, universities and the financial sector attended, alongside approximately 35 international representatives from different countries. The conference also included a poster competition for postgraduate students focused on BAT-related research and development and innovative techniques. Its aim was to connect student research with industry and support its development into practical technologies.
