Kurum: Around 80,000 homes nearing completion in 500,000-home programme
The ministry’s 21 October announcement reiterated a 2028 handover target for social housing. Kurum also outlined post-flood work and urban transformation options in Ayazağa.

Türkiye’s Minister of Environment, Urbanization and Climate Change, Murat Kurum, said approximately 80,000 homes under the 500,000 Social Housing Project were nearing completion. According to the ministry’s announcement dated 21 October 2026, Kurum told reporters at parliament that tenders for the remaining homes were proceeding in stages, with handovers targeted for 2028. Programme spans 81 provinces
Kurum said the Ev Sahibi Türkiye project would deliver 500,000 social homes across 81 provinces. The approximately 80,000 figure describes homes approaching completion, not homes already handed over. He said other homes were being tendered in stages but provided no separate progress breakdown by province or construction phase. The announcement describes both the overall programme and the portion nearing completion; it does not suggest that all homes have reached the same construction stage. The minister reiterated a commitment to hand over the homes in 2028. He linked social housing construction to the aims of reducing rental burdens and rent increases. These are forward-looking objectives: the announcement provides no measurement of an actual effect on rents. Kurum also said earthquake housing had been completed and handed over. Those statements were presented separately from the progress update on approximately 80,000 homes in the social housing programme. Responding to questions about flooding in Ayazağa, Kurum reported that unauthorized buildings over streams had been demolished, affected residents had received support coordinated by AFAD, and an Urban Transformation Office had opened. He attributed the flooding to inadequate stream rehabilitation and infrastructure, assigning responsibility to municipalities. This remains the minister’s assessment: the announcement presents neither an independent technical investigation nor a court ruling establishing responsibility. It should therefore not be read as a settled finding of legal liability. [Source](https://csb.gov.tr/haberler/bakan-kurum-500-bin-sosyal-konutun-yaklasik-80-bini-bitme-asamasina-geldi-307064)

Kurum said urban transformation in Ayazağa could proceed under approved plans through either TOKİ or the Urban Transformation Presidency. He said the ministry was working with residents on the process. The announcement identifies possible implementation bodies rather than reporting completed redevelopment. It gives no separate completion date, detailed implementation schedule or new application conditions for Ayazağa. Consequently, the source provides no basis for treating the social housing programme’s 2028 handover target as the timetable for transformation in Ayazağa.
