Türkiye’s Ministry of Environment, Urbanization and Climate Change announced an administrative fine of TRY 2.346 million against Ardeşen Municipality for uncontrolled waste dumping near Fırtına Stream in Rize province. CİMER complaints prompted the inspection

According to the ministry, the investigation followed complaints submitted through CİMER. Provincial environment directorate teams inspected the site in Ardeşen’s Fırtına neighbourhood and examined camera recordings. The ministry said the footage showed waste collected by municipal refuse trucks being dumped at the location contrary to applicable procedures and principles. The announcement does not specify the inspection date or the number of complaints; its publication date should not be treated as the inspection date. Source

Stream, homes and businesses near the site

Inspectors found that waste was being stored at the site without any environmental precautions, the ministry reported. It also identified Fırtına Stream, homes and businesses nearby. The announcement attributes environmental pollution to the municipality’s dumping activity. However, it provides no water or soil test results, waste quantities or measurements of the affected area. It therefore does not establish a measured level of contamination in the stream itself. Source

No September deliveries recorded at the transfer station

The review also covered transfer-station data sent monthly by the Rize Special Provincial Administration to the ministry’s provincial directorate. According to the announcement, Ardeşen Municipality sent no waste to the facility throughout September. The ministry said it had previously donated refuse-collection vehicles to help maintain local services. Its account of the camera review identifies those donated vehicles as collecting the waste subsequently dumped at the site, without specifying their number or donation date. Source

An imposed penalty, not a new regulation

The ministry stated that the identified violations resulted in an administrative sanction of TRY 2.346 million. This is an enforcement announcement concerning a specific inspection, rather than a new regulation or legislative proposal. The text does not identify the statutory provision used, state whether the fine has been paid, or describe any appeal proceedings. It also provides no timetable for removing the waste and reports no subsequent cleanup operation. Source
